SK Hynix’s Intel liaisons are making waves again. According to Reuters, SK Hynix could lease part of Intel’s chipmaking facility in Ohio, which is currently struggling to be completed. The world’s largest chipmaking complex in Ohio was originally scheduled to begin chip fabrication in 2025, but completion of the site’s two fabs has since been delayed to 2030 and 2031.

Another scenario suggests SK Hynix could form a joint venture with Intel and major AI hyperscalers to secure a steady supply of increasingly scarce memory chips. However, the Reuters story noted that SK Hynix could also explore other deal structures, and that the talks are exploratory, with no decisions made yet.

Intel declined to comment on the story, calling it speculation. The Santa Clara, California-based chipmaker also reiterated its commitment to continue investing in the Ohio site, a key pillar of the U.S. semiconductor manufacturing strategy.

So, what’s going on? What’s behind this media frenzy? For a start, this isn’t exactly breaking news. There’s been market chatter about SK Hynix acquiring Intel’s Ohio fab, as well as SK Hynix partnering with Intel to help operate the fab instead of taking full ownership.

News reports have also described Intel and SK Hynix exploring initiatives similar to SK Hynix’s HBM and advanced packaging partnership with TSMC. These reports claimed that SK Hynix has been testing the integration of its HBM devices with Intel’s Embedded Multi-die Interconnect Bridge (EMIB)-based 2.5D packaging technology.

These media reports seemed credible because SK Hynix’s HBM rivals—Micron and Samsung—have also been assessing EMIB’s compatibility and power efficiency for their advanced memory solutions to make a broader push toward diversified packaging solutions amid the tight supply of TSMC’s Chip-on-Wafer-on-Substrate (CoWoS) offerings.

Still, SK Hynix’s Intel liaison seems to paint a picture that’s more politics than business. Start with the U.S. government’s threat to impose more tariffs on tech companies from South Korea and Taiwan if they fail to invest in U.S. manufacturing, and the picture becomes clearer.

More politics than business

The South Korean government is currently in talks with the U.S. over the implementation of a proposed $350 billion investment commitment to Washington to reduce tariffs on South Korean goods. However, a manufacturing arrangement with Intel would be unique in that it would bring the production of advanced memory chips to American soil.

It’s also apparent that the Korean memory duo—Samsung and SK Hynix—is under tremendous pressure to expand production to meet the growing demand for storage in AI designs. However, the South Korean government wants to increase memory chipmaking capacity on its shores to keep the country competitive in the AI race.

On the other hand, the U.S. government, aiming to bolster onshore advanced semiconductor manufacturing, wants to reduce reliance on foreign supply chains, which currently come primarily from Taiwan and South Korea. Micron is the only major company producing advanced memory wafers in the U.S.

SK Hynix chairman Chey Tae-won has been reflecting on this challenge. In July, while speaking to reporters, he acknowledged that SK Hynix faces enormous pressure to produce more memory chips. “I think we need to build a factory in the United States,” he said. “If possible, I believe we should build it.”

Industry watchers point out that a deal with SK Hynix would ease some of the financial strain on Intel, which is now part-owned by the U.S. government. It will also mark a big win for the U.S. government, which has been ramping up pressure on chipmakers to build fabs in the U.S.

Is the deal imminent?

SK Hynix is investing nearly $4 billion in an advanced packaging facility in West Lafayette, Indiana. This advanced packaging and test facility, dedicated to HBM devices, is scheduled to begin full-scale operations in the second half of 2028.

However, the reported talks between Intel and SK Hynix matter because front-end manufacturing of advanced memory devices such as HBM is strategically important. At this crossroads, SK Hynix must walk a fine line while trying to please both Seoul and Washington.

Nevertheless, the deal seems imminent not because of technology business imperatives, but because of a much larger geopolitical story behind the potential partnership. More details are likely to emerge in the coming days, and EE Times will keep you posted on this technology business soap opera intertwined with geopolitics.
